Human capital constitutes the most significant element of Europe’s active potential.

The development of human resources, which is achieved through the continuous improvement of knowledge and skills and enhanced by the lifelong learning of employees, is a critical factor of a knowledge - based economy.

In the framework of the programming period 2007 - 2013, the Operational Programme "Human Resources Development" is one of the sectoral Programmes of the National Strategic Reference Framework (NSRF) 2007 - 2013, which is co-financed by the European Social Fund.

Τhe National Strategic Reference Framework, which constitutes the framework for the programming of Funds at national level, describes the “overall strategic approach” of the country and it is specialised in particular Strategic Objectives as follows:

  • Promotion of innovation, research and entrepreneurship and their interface
  • Investment in sustainable infrastructure
  • Investment in human capital

Employment and social cohesion is a distinct thematic area of the National Strategic Reference Framework (NSRF) 2007 - 2013, which consists of General Objectives of development planning, which correspond to the thematic Priority Axes (PA) of the Operational Programme, and are as follows:

  1. Increasing adaptability of workers, enterprises and entrepreneurs
  2. Facilitating access to employment, by enhancing access to employment and the sustainable inclusion in the labour market of job seekers and inactive people, preventing unemployment, in particular long-term and youth unemployment, increasing the participation of women and migrants.
  3. Promoting Social Inclusion, by reinforcing the social integration of disadvantaged people and combating all forms of discrimination in the labour market. Highlighting the economic, social and development aspect of issues related to gender equality, and linking them directly to the dominant national priority policies (growth – employment – social cohesion).
  4. Creating an effective and financially sustainable system of Health and Social Solidarity

The fundamental aspirations of the development strategy of the Operational Programme can be specialised in the following summary:

  • The dynamic adaptation and continuous upgrading of the knowledge and skills of the workforce to the needs of a modern and competitive economy and society.
  • The facilitation of access to employment for all, with special concern for the promotion of employment among women, young people and the long-term unemployed.
  • The dynamic adaptation of systems of lifelong learning, promotion into employment, social protection, welfare and health – both physical and mental – in order to meet both existing and emerging needs and to exploit development potential.
  • The full inclusion of all human resources into a society of equal opportunities, tackling social exclusion, defending individual and social rights and the social and employment inclusion/re-integration of vulnerable population groups and the chronically ill.

Eligible geographic regions

According to the new architecture of the NSRF 2007 - 2013, all 13 Regions of the country are considered eligible geographic regions for the Operational Programme, thus highlighting the particular nature of the Programme as a “Multi-objective” Operational Programme under Objectives 1 and 2.

Objective 1 "Convergence"
Objective 2 "Regional competitiveness and Employment"

The Priority Axes of the Operational Programme break down the strategic interventions of the Programme territorially, as follows:

  1. Interventions in the eight (8) "Pure Convergence Regions": Eastern Macedonia-Thrace, Epirus, Western Greece, Thessaly, Ionian Islands, Crete, Peloponnesus, Northern Aegean
  2. Interventions in the three (3) "Phasing-Out Regions": Attica, Central and Western Macedonia and
  3. Interventions in the two (2) "Phasing-In Regions": Southern Aegean and Sterea Ellada.

FUNDING

The total amount of co-funding by the E.U. is EUR 2.825,333,333, of which

  • EUR 2,260,000,000 is derived from EU Resources -from the European Social Fund- and EUR 565,333,333 from National Resources.

In addition to this amount, it is estimated that a total of

  • EUR 188,000,000 of National Resources will also be earmarked to cover the cost of projects that are not co-funded by the E.U. (such as anticipated earnings, etc).

Private Funding amounting to EUR 50,000,000 is also expected to be earmarked for the implementation of these projects.

The total of the above amounts is estimated to reach EUR 3,013,333,333..

OBJECTIVES

The central objective of the development strategy of the Operational Programme is to utilize all human resources as a driving force for the development of the country and for the strengthening of social cohesion. This central objective can be broken down into two individual Strategic Objectives, as follows:

Strategic Objective 1: Qualitative upgrading and adaptation of human resources and enterprises

Strategic Objective 2: Combating discrimination and social exclusion.

PRIORITY AXES
The Programme’s Priority Axes are the following:

Priority Axis 1: ‘Systemic Interventions’

It includes an entire set of systemic interventions, which contribute to the reform and operational integration of the institutions, bodies and mechanisms, involved in the planning, implementation, monitoring and evaluation of Thematic Priority Axes 2, 3 and 4.

Thematic Priority Axis 2: ‘Supporting Adaptability of Human Resources and Enterprises’

The Primary Objectives of this Axis are:

  1. Development of an integrated framework of Continuing Vocational Training (CVT) for employees, employers and the self-employed, to improve the quality of CVT and increase participation in training actions.
  2. Improvement of the quality of Continuing Vocational Training and increase in the participation in training actions for employees, especially in Small and Medium enterprises.
  3. Design and implementation of programmes related to sectors of the European Social Fund by socioeconomic bodies, including social partners, representative Non-Governmental Organisations and professional organisations.
  4. Development of policies and services in order to forecast and positively manage economic changes.

Thematic Priority Axis 3: ‘Facilitating Access to Employment’

The 3rd Priority Axis of the Programme aims at:

  1. Supporting youth employment, through active employment policies.
  2. Supporting employment of women, through active employment policies.
  3. Activating the long-term unemployed and individuals of socially vulnerable groups, which are threatened with exclusion from the labour market, through the implementation of specially targeted actions.
  4. Improving the effectiveness of employment policies.

Thematic Priority Axis 4: ‘Complete Integration of all Human Resources into a Society of Equal Opportunities’

The Primary Objectives of this Axis are:

  1. Promotion of social and professional integration of Socially Vulnerable Groups (immigrants, people with special needs, individuals with cultural and religious differences, the long-term unemployed, etc).
  2. Utilisation of social entrepreneurship towards the integration of Socially Vulnerable Groups in the labour market.
  3. Improvement of welfare for those in need of aid.
     

Thematic Priority Axis 5: ‘Establishment of Reform in the Mental Health Sector -Development of Primary Healthcare and Promotion of Public Health’

Primary Objectives:

  1. Upgrading of the mental health services provided in accordance with National planning, and completion of psychiatric reform.
  2. Promotion of a new working model for Primary Healthcare and improvement of public health by precluding the causes of disease and mortality, promoting health and disseminating information to the public.
  3. Restructuring and modernisation of public health bodies and services.
