GENERAL INFORMATION
Vocational training in Green jobs:
-
Includes actions of Continuing Vocational Training for the unemployed focused on educational subjects, which incorporates issues of sustainable environmental development, providing the work force with specification in skills essential for the employment in "ecological jobs". The implementation of the actions will be performed by certified Vocational Training Centres within the years 2010 and 2011.

Presupposes the association of trainees with on-the-job training experience in enterprises and mandatory employment of 30% of the participants in posts relevant to the subject of training for 3 months in a minimum of 70 working days wage.
-
Aims at providing the required knowledge and skills, which are directly related to the adaptation to the climate change and the environmental protection, while creating the conditions for accession and stay of the trainees in the labour market.

Is allocated throughout the Greek Territory, to the 3 region types, for the benefit of 7.500 individuals in total.
OBJECTIVE OF THE ACTION

Growth and creation of work places for employment related to the environmental protection and rational use of natural resources in the framework of the EU policies, which promote environmental sustainability and combat climate change.

The implementation of vocational training in "green economy" professions involved in producing goods or providing services environmental friendly, contributing to:

Maintain or restore the quality of environment
-
Protect of ecosystems and of biodiversity
-
Reduce of water consumption, energy and materials
-
Minimize pollution as well as remove waste
-
Decrease of use of carbon in economy (for the transition to a "low- carbon economy")
-
The familiarity of the trainees with the real conditions of work in the workplace within a framework of "on-the-job training" experience.

The continuous upgrading of trainees’ knowledge and skills in conjunction with their dynamic adaptation to the requirements of modern economy, which contribute to the reduction of the unemployment and the improvement of their social position and the standards of living of the unemployed.

The facilitation of access to employment for all, with emphasis on strengthening youth employment, women and long-term unemployed.

The equality of opportunities between men and women and the ensuring of the non-discrimination principle with the participation of persons coming from socially vulnerable groups.
BENEFITING GROUPS
The main beneficiaries of the actions are the unemployed, including:

Young People

Persons coming from population groups that are excluded or threatened with exclusion from the labour market (such as people with disabilities, repatriates, refugees, migrants, asylum seekers, victims of human trafficking , victims of intra-family violence, users and former users of substances, HIV positive persons, young offenders, prisoners and former prisoners, homeless, persons in poverty or at risk of poverty, individuals with cultural and religious particularities).
SPECIAL PREREQUISITES
The beneficiaries could be:

Tertiary education graduates, - like Technological Institutes and University graduates - (who due to their registration in professional unions or/and chambers, such as engineers, are not allowed to be recorded in the registers of the unemployed of the Manpower Employment Organisation {O.A.E.D.})
under the following criteria:
-
The annual income from professional activity up to the level of tax-free amount based on the taxation assessment form of the previous financial year
-
The non-submission of tax return for the previous financial year. In the latter case, with the specific "statement", according to the provisions of the 1599/86 Law, the beneficiaries have certified that they are unemployed and the period of their unemployment has been registered by their unions.
CO-FINANCE OF THE ACTIONS
The actions are co-financed by national and EU funds, in the framework of the European Social Fund contribution to the priorities of cohesion policy of the European Union for strengthening the economic and social cohesion and its mission for the achievement of a high level of employment by creating more and better jobs.
The co-finance of actions has been allocated in the following region types:

in the regions of Objective 1 “Convergence”, where the 8 “Convergence Regions” and the 3 “Phasing Out” Regions are included and
-
in the regions of Objective 2 “Regional Competitiveness and Employment” where the 2 “Phasing In Regions” are included.
GEOGRAPHICAL ALLOCATION - BUDGET PER REGION - BENEFICIARIES
The actions will be implemented:
-
in the 8 “Convergence Regions” (Eastern Macedonia-Thrace, Epirus, Western Greece, Thessaly, Ionian Islands, Crete, Peloponnesus, Northern Aegean). Total budget: 52.300.000 €, total beneficiaries: 4.147 individuals
-
in the 3 “Phasing Out Regions” (Attica, Central and Western Macedonia). Total budget: 38.400.000 €, total beneficiaries: 3.047 individuals
-
in the 2 “Phasing In Regions” (Sterea Ellada and Southern Aegean). Total budget: 3.900.000 €, total beneficiaries: 306 individuals
CONTENT AND DURATION OF TRAINING PROGRAMMES
The educational subjects are referred to skills related to sustainable environmental management issues, the so-called "green jobs".
The following list indicates the vocational skills and competences included:
A. In the primary sector (agriculture, cattle-raising, fishery, forestry and mining) are included:

Biological farming, cattle, apiculture
-
Sustainable fishery and sustainable forest management
-
Planned restoration of mining sites
-
Management of biodiversity and its restoration
-
Management of the site, urban and suburban green, city farms etc.
-
Rational exploration and exploitation of mineral resources
B. In the secondary sector (industry, construction) are included:
-
Nutrition with ecological and biological products
-
Traditional crafts such as weaving, pottery etc.
-
Clothing and footwear items, produced by environmentally friendly materials
-
Industries that produce environmentally friendly appliances
-
Sectors that related to the building of bioclimatic and environmentally friendly homes and eco- buildings
-
Sustainable energy production
-
Production of packaging products, easily recycling or biodegradable, environmentally friendly materials
-
Industrial sewage treatment, waste, etc
-
Re-use and recycling of litter and waste
-
Industrial application of technologies for the restoration of natural environment
C. In the tertiary sector (trade, distribution of goods, services, tourism and transportation), are included:

Trade of green products
-
Green transportation, acting as intermediary activities between production and consumption
-
Ecotourism
-
Eco-guidance activities, creation and enhancement of infrastructure for the promotion of protected areas, renting and selling equipment for tourist activities in protected area
The duration of training programmes varies from 400 to 800 hours, where apart from the theoretical training, is also included:
-
"On-the-job training experience" of the trainees in collaborating enterprises or companies and institutions of the private sector that are associated with the training subjects and are located in the same or in different prefecture within the same administrative region.
-
Mandatory employment of at least 30% of the trainees who had participated in the enterprises of training (which are located within the prefecture of application of training experience "on-the-job") in work places relative to the subject of training for at least 3 months and at least a 70 working days wage, within a period of 30 working days from the completion of the programme.

Provision of a recommendation letter to each trainee
The number of trainees in each training programme should be at least 10 and should not exceed 25 individuals.
BENEFITS AND ALLOWANCES
Unemployed individuals, regardless of the fact that they are entitled or not to receive regular unemployment allowance, are eligible to an allowance of 4,85 Euros gross per hour of training.
For trainees who are coming from socially vulnerable groups of the population, the eligible allowance amounts to 5,35 Euros gross per hour of training.
Apart from the training allowance, the trainees’ nutrition expenses should be covered in case of training over three (3) hours daily.
Additionally, the trainees’ transport expenses to the training work places as well as the nutrition and habitation expenses have to be covered by the Implementation Bodies (Vocational Training Centres), in case of implementation of training in other prefecture and where else is necessary, according to the provisions of the Unified System for the management of Vocational Training Actions [ESDEK].
PARTICIPATION REQUIREMENTS AND PROCEDURES
-
Registration of the potential beneficiaries on the Unemployment Lists of the Manpower Employment Organisation (O.A.E.D.), in case they are not already registered (regardless of the reception or not of the regular unemployment allowance) and issue of a valid Unemployment Card.

Participation of the beneficiaries in the Personalized Approach procedure for the formation of the Individual Action Plan by the Labour Advisor of the local Employment Promotion Centres, focused on their real needs for their reference to the Vocational Training Centres and to the collaborating enterprises of training experience "on-the-job" for the final selection.

Suspension of subsidy provided to the beneficiary by the Manpower Employment Organisation (O.A.E.D.) in case of receiving any unemployment allowance. The relevant document of suspension should be presented by the participant concerned to the Implementation Body, before starting the training programme.
